You will be part of an expert team, working with buildings that range from the historic to the futuristic over twenty sites. You will be expected to use your technical expertise in collaborating with colleagues within NML and managing subcontractors from outside.

Job Title: Capital Projects Officer
Payband: 5
Hours: 37 hours / fixed term / on call rota

Purpose of the role: Support the Head of Facilities Management to ensure NML’s estate is accessible, safe and secure and serves the needs of our visitors, staff and collections.

Assist with the delivery of a range of capital and other change projects, liaising closely with the Estates Facilities Management Team, Estates Major Projects Team, Exhibitions Team and other colleagues across NML.

Section 1. Main Activities

Reporting to the Team Leader – Head of Facilities Management, the post holder will:

Maintain detailed knowledge of buildings and systems within the NML estate
• Carry out building condition surveys and accommodation stock inspections
• Maintain an effective repairs reporting system
• Assist in setting strategy for long term planned maintenance
• Provide advice to maintaining an acceptable standard of care for NML’s collections
• Provide out of hours estate management support to internal stakeholders on a on call rota basis.

Manage reactive and planned construction works for the repair, maintenance and adaptation of the estate.
• Coordinate responses to requests for repairs and maintenance works
• Prepare risk assessments and method statements for any planned works
• Provide technical advice on proposals, ensuring relevant codes of practice and statutory requirements are followed
• Work with Statutory Authorities and utilities providers
• Assist in appointing all contractors, consultants and architects related to Estates contract works, preparing tender and contract documents as needed
• Manage contracts effectively and ensure that NML receives best value for money
• Manage works on site, coordinating consultants and contractors, liaising with NML venue and Visitors Services staff
• Ensure coordination of day to day activities with any construction or maintenance projects.

Take part in the management and promotion of health and safety across the estate
• Ensure that a safe system of work is maintained through the implementation of Managing Safely Principles throughout NML
• Be informed of current health and safety requirements and work with colleagues across NML to ensure that correct procedures are followed, particularly the CDM2015 Regulations.
• Contribute to the production of risk assessments and the subsequent elimination and management of risk
• Assist in the management and coordination of external subcontractors employed to assist NML in carrying out its statutory obligations regarding water, fire and control of substances hazardous to health
• Take part in the annual review of health and safety policy
• Assist in ensuring that NML complies with all relevant statutory obligations and maintains records to demonstrate its compliance.

Assist in the planning and management of construction works for exhibitions and capital projects
• Advise on the feasibility of carrying out temporary and permanent changes to NML’s buildings and external areas
• Advise on the existing condition of buildings and the impact of proposed changes
• Advise on the developing designs and specifications
• Prepare risk assessments and method statements for any planned works managed by NML Estates.
• Provide technical advice on proposals, ensuring relevant codes of practice and statutory requirements are followed
• Work with Statutory Authorities and utilities providers
• Assist in appointing all contractors, consultants and architects related to Estates contract works, preparing tender and contract documents as needed
• Manage contracts effectively and ensure that NML receives best value for money
• Manage works on site, coordinating consultants and contractors, liaising with NML venue and Visitors Services staff
• Ensure coordination of day to day activities with any construction or maintenance projects.
• Work with the Head of Facilities Management, Deputy Director of Estates and Finance colleagues in managing and monitoring of budgets and the provision of regular summary reports/spreadsheets and expenditure projections.
• Ensure information management systems are maintained for all correspondence, design drawings and other project information, including establishing electronic records management.
• Manage coordinated systems for logging and tracking designers’ instructions, change requests, requests for information and defects notifications.
• In conjunction with the Senior Project Coordinator, manage site access required by contractors and NML officers, as required, ensuring appropriate permissions are sought, documentation supplied and notifications given.
• Process contract / trade package payments, keeping a log of payments, ensuring appropriate authorisation and liaising closely with Finance to ensure the accurate log of expenditure and commitments against project budgets.

Continuous improvement
• Contribute to the development of new standards for use through NML properties that will enhance the appearance, reduce future maintenance costs and improve the conditions within the buildings.

Section 2. Responsibilities

Accountability
• Ensure projects allocated for your management meet the budget and programme agreed at the outset.
• Ensure all necessary Permits to Work are issued before work commences on site.
• Review and check contractor risk and method statements are accurate and reflective of works being undertaken.
• Ensuring statutory compliance matters are dealt with in line with inspection and servicing regimes and any remedial works are carried out in a timely manner.
• Identify and mitigate building risks – manage or escalate Manage contractors – performance, H&S, value.
• Review and amend risk and method statements CDM regulations 2015 adhered to Complying with H&S at work at Managing Permits to Work • Sign off quality and workmanships for executed works Budget and programme accountability for projects they manage.
• Ensuring all statutory remedial works addressed – FRAs, asbestos Reporting performance of contractors Signing off purchase orders up to value of £3,000.
• Adhere to NML procurement guidelines. Achieve best value for the organisation.
• Competent person for managing asbestos and legionella.
• Ensure relevant plant and equipment is serviced in line with written schemes of examination.
• Manage term maintenance contractor/s performance in line with performance indicators.

Representation
• Deputise for the Head of Facilities Management internally and externally as required
• Represent NML in meetings with Liverpool City Council Building, Planning and Conservation Officers and Wirral Council as required.
• Provide professional advice on estate management and NML to academics; colleagues within the profession and students
• Represent the Estates Directorate at internal meetings.

Staff Management
• Overseeing external subcontractors working on behalf of the Estates Directorate
• Line management of scale 3 position

Other
• The post holder will be expected to show the highest level of integrity and confidentiality in the provision of these duties.

Section 3. Requirements for the role.

Qualifications
• HNC or equivalent essential in relevant academic discipline.

Experience
• At least 2 years experience in construction/maintenance works.
• Experience of operating in a ‘live environment’ with members of the public or equivalent
• Experience managing statutory compliance across an estate
• Working experience in a Museums & Gallery environment.
• Experience of managing building and consultancy contracts
• Experience of Auto Cad.
• Experience of computerised repairs reporting systems
• Experience carry out works in Listed Buildings
